In early 2004, NPP introduced the concept of creating a special Entertainment Zone along Broadway that would create special incentives and attract businesses to the area by expediting the permitting and licensing process within the zone, thus making it easier for existing and new businesses to thrive in the district.

The proposal encompassed the vision of the Historic Downtown Business Improvement District Boards desires for certain improvements to the area including having a targeted commercial and entertainment uses within the district, such as special events and outdoor eating and drinking establishments. In addition, various objectives were outlined such as district promotion ideas, transit and parking improvements, and security plans.

The Historic Downtown BID adopted the first Entertainment Zone Guideline language on December 16, 2004.
