Board of Directors

Our Board of Directors and professional partners have extensive experience in the real estate development, rehabilitation projects, real estate finance and funding strategies, organizational development, and economic development training and technical assistance. With this diversification of skills and expertise, CCCD is able to offer a variety of services to clients on both local and national levels.

 

Tara Hamacher, President

Image Mrs. Hamacher has over 20 years experience in the real estate industry as a licensed real estate broker with a focus on financing, tax credits and development of residential and commercial properties in inner city areas.

She has founded several companies that focus on urban redevelopment including a boutique finance company, Historic Consultants, which provides consulting services, financing, and tax credit brokerage services for commercial historic rehabilitation projects. City Center Real Estate Services to provide sales, leasing, financing and consulting services including green building and energy tax credit consulting.  And National Preservation Partners, a 501(c)3 nonprofit organization.

Recently National Preservation Partners has expanded its affordable housing mission with becoming an approved Community Housing Development Organization (CHDO) with HUD and added a dba to its name City Center Community Development (CCCD). 

Ms. Hamacher has served in multiple volunteer positions throughout her career including President of National Preservation Partners/City Center Community Development, Commissioner for the Cultural Heritage Commission for the City of Los Angeles,  Board of Trustee and active committee member of the Bringing Back Broadway Initiative of Councilmen Jose Huizar,  Vice President of the Entertainment Committee Historic Downtown Business Improvement District (HDBID), Board Member of the Downtown Neighborhood Council, followed by numerous educational presentations to a variety of organizations on historic building funding strategies and reuse.

 

Abby Johnson, LEED AP & LEED AP O&M

Image Mrs. Johnson is founder and managing partner of Abacus with over 15 years of experience in commercial real estate and architecture/engineering. Prior to forming Abacus, Mrs. Johnson worked for nearly 12 years in commercial real estate, specialized in the analysis and valuation of properties for acquisition, disposition and financing purposes.

Mrs. Johnson honed her analytical skills while working as a director for Johnson Capital, a well-respected national commercial mortgage-banking firm, and as an underwriter for large banks, institutional lenders and owners. Mrs. Johnson’s real estate background is complemented by her work as an architect in a large-scale urban redevelopment project in Rome, Italy, and as an environmental policy consultant in Brussels, Belgium.

Mrs. Johnson holds both LEED AP and LEED AP O+M professional accreditation and has authored numerous articles on green building topics and has published in real estate journals in Europe. Mrs. Johnson graduated from the University of Virginia with a Bachelor of Architectural History and from L'Universita' SDA Bocconi in Milan, Italy with a Masters in Business.


Jon Olivan

Image Mr. Olivan has over 20 years of experience in the marketing and promotion of historic theaters and sites in Los Angeles for filming and special events. Mr. Olivan established the profitable film location division of Metropolitan Theaters Corporation, including virtually every major downtown LA Broadway historic theater and other historic properties from 1989 to 2002.

He also founded the non-profit Friends of the Orpheum Theater which produced film festivals, jazz concerts, and other live stage events in an effort to raise funds to save and restore the Orpheum Theater as well as increase public awareness of downtown LA’s Historic Broadway Theater district. Mr. Olivan was instrumental in demonstrating the viability of reviving the Orpheum Theater which led to its major restoration in 2003 and successful renaissance as a frequent special event location.

From 2002 to 2004 he served as marketing director of Pasadena’s famous Castle Green special event site and prior to that served in various professional capacities for a number of high profile entertainment companies including 20th Century Fox, Paramount Pictures, the Hollywood Reporter, KCET public television and Disneyland.

Currently Mr. Olivan is marketing manager at Diamond Gaming where he uses his skills to bring unique promotional ideas to the company’s gaming activities throughout the United States.

Daniel A. Perkins

Image Dan A. Perkins is founder and President of Energy Smart Homes, a consulting company that facilitates energy raters and financing options to homeowners in order to promote energy efficiency and renewable energy resources.  

Mr. Perkins has been an advisor for REPAC (Regional Energy Policy Advisory Council) and served on the RES (Regional Energy Strategy) committee for SANDAG. He represented the Sierra Club San Diego Chapter as their energy chair and was a six-year member of SEAB (Sustainable Energy Advisory Board) for the City of San Diego. All these activities involve the development of San Diego's energy future.

Mr. Perkins has a variety of experience in thermal solar, pool solar and computerized controls.  In 1978 he entered the solar market and specialized in multi-family solar hot water and space heating systems.  When the customer incentives for DHW (Domestic Hot Water) solar systems were eliminated in 1980 he continued in the solar industry by marketing swimming pool solar and hot water solar systems.

Mr. Perkins moved to North San Diego County in 1995 and served as a consultant for marketing state of the art solar systems for business, residential and multi-family. Actively participating for the City of Villages Committee for the City of San Diego he saw the potential for retaining open space and improving the quality of life in our area. Today he dedicates his time to promoting Energy Smart Homes and working on energy policies that will make our communities more sustainable. 

Charles Shumaker, Parker Shumaker and Mills LLP

Image Mr. Shumaker is a graduate of Tufts University (B.A., magna cum laude, 1976), Columbia University (M.A., 1979), where he was a Fellow of the Graduate School of Arts and Sciences and Recipient of the George Rice Carpenter Fellowship Award in Art History, and the University of Michigan Law School (J.D., cum laude, 1982). Mr. Shumaker has been an Adjunct Professor of Law at Pepperdine University School of Law.

Mr. Shumaker is active in local government, health and welfare and cultural matters. He was a founding Member of the Palos Verdes Library Foundation, has served as a Member of the Parks Commission and Planning Commissioner for Rolling Hills Estates, California and is a Trustee of the San Bernardino Symphony Orchestra. In 2007 he was the Treasurer for "Support our Public Schools" and in 2008 the Chairman for "Yes on Measure R", a Los Angeles County Proposition (passed by 67% of voters) which will raise $40 Billion Dollars for transportation infrastructure in the County. Mr. Shumaker is also a Board Member and Chairman of the Program Committee for H.E.L.P. (Healthcare and Elderlaw Programs Corporation) an award-winning non-profit established by lawyers to provide programs and impartial advice on matters of concern to the elderly.

Mr. Shumaker's practice focuses on real estate, corporate and business transactions and real estate development (including CEQA, land use and entitlement compliance). The Firm represents many of the largest real estate stakeholders in Los Angeles and Southern California.

Since 1982 Mr. Shumaker has acted as counsel for most kinds of real estate development (and other real estate clients) in small projects and large projects of every kind and format. In particular Mr. Shumaker enjoys working with government to achieve goals that involve the greater good.  

Fernando Dutra, AllWest Development Co. Inc.

Image Mr. Dutra contributes a vast spectrum of experience in the planning, development and construction of residential and commercial development.

Before starting Allwest Development Co. Inc., Mr. Dutra was Vice President of Planning for D.R Horton, America’s largest homebuilder. At D.R Horton, Mr. Dutra was responsible for Entitlements and Land Planning. While there Mr. Dutra reduced entitlement schedules by record time frames and increased profits substantially by applying solid planning principles and negotiating amenable conditions of approval with several of Southern California’s largest agencies.

Prior to D.R Horton  Mr. Dutra was Vice President of Operations for Richmond American Homes, another publicly owned national builder. During his tenure there Mr. Dutra’s leadership lead to increased home sales and deliveries from 200 homes to over 1000 homes per year. In his leadership capacity at Richmond American, overseeing Land Development, Construction, Purchasing and Warranty departments Mr. Dutra developed systems and processes that produced predictable and consistent positive results in each of the key disciplines.

Prior to joining Richmond American Homes, Mr. Dutra was an executive with K. Hovnanian Enterprises, a national home builder.  At K. Hovnanian, Mr. Dutra was responsible for developing several award winning communities throughout Southern California.

Mr. Dutra has also developed several assisted living facilities throughout the United States. As a key manager for A.R.V. Assisted Living he managed the construction and purchasing for several of the companies new projects.  Mr. Dutra was also responsible for developing a national purchasing program that resulted in the reduction of costs in the area of construction, operations and maintenance.  Mr. Dutra attended California Polytechnic Institute where he studied Planning and Urban Development.  Mr. Dutra is also a licensed General Contractor as well as Planning Commissioner for the City of Whittier.
